beneficial — guaranteeing a daily floor, never exceeding the ceiling, and
scaling in between by niche performance. Cadence is set by environment
variables (POST_CHECK_MINUTES, POST_MIN_PER_DAY,
YT_MAX_PER_DAY) and is read-only here.
